iMessages not restoring following a full restore from icloud backup

iOS 13.x ... trying to restore some deleted imessages ... wiped clean phone to do a complete restore from backup, that was taken at 9:30 AM this morning .... everything restored EXCEPT ALL IMESSAGES ... they show in my icloud storage useage ... how to i restore to my phone ??? HELP !!

If they didn't restore from the backup, then it would appear they are irrevocably gone.
