spinning wheel when opening a tab, takes awhile or never opens

I have 6th generation iPad. In the last year every new tab I try to open has a spinning wheel next to WiFi icon. Even though my WiFi is full bar strength. Others I know too are complaining of this problem.

what’s going on with the iPad. I keep it updated. Is like the old dial up days on the computer. Just awful.

i usually have to wait very long for page to open or just cancel, as it just sits and spins.

Any suggestions?
