when importing photos on an iMac using an SD card or other flash drive, Can I specify what photos to import. For example I have 550 photos on the sd card can specify to import only photos from 100 to 145.

Photos will show you all new photos on the SD card, and you can then select the photos you want to select and import only the selected photos. But there are no rules that you can define for an automatic selection.
If you look at your card in the Finder, you can simply select the photos 100-145 and drag them onto the Photos icon in the Dock to import them.
