Problem with upgrade system IOS

I have got an IPad from 2012(model number A1460) and I could not make upgrade od system. Nów I have IOS 10.3.4 (14G61) and I couldnt upgrade system to IOS 11. Please help me with this problem. Thank You.

Sorry, the iPad 4th generation cannot be updated beyond iOS 10.3.4.

Since it seems that you cannot upgrade to iOS 11, I’d suggest getting a newer iPad, like the iPad mini. Those are cheaper. You could even get a bigger iPad that’s refurbished.
