Family sharing has an old phone number, cant work out how to change - the actual apple account has a new number but family sharing still has an old one?

family Sharing doesn't have phone numbers. Trusted devices for 2 Factor Authentication do.
If you can't sign in to appleid.apple.com to change the phone number for your trusted device, you will have to ask for account recovery.
