how can I unlock an iPhone 11 i when it is icloud locked

hi I was given a iPhone 11 by my dad who got it by some guy in the uk in Sheffield and it locked how can I fix it

Only the guy in Sheffield can fix it. The phone is useless to you without the cooperation of the person who enabled Activation Lock on the phone. Activation Lock is an effective theft deterrent, and there is no way around it. Most likely the phone is stolen.

The only way is by entering the Apple ID and password that were used to enable Activation Lock. There is no other way.
