How can I get a number that deleted off my phone if the same account is link to another phone?

If you deleted a phone number on one phone, and you are syncing contacts with iCloud, the number will have also been deleted from the other phone if it is using the same Apple ID and iCloud account as the other phone.
You can try logging into iCloud.com on a computer web browser and go to Account Settings and select Restore Contacts there.
