If you're aware that the kindle app requires iOS 12 or later, then you need a device that runs iOS 12 or later.
It's as simple as that to be honest.
There is no way to download older version of the apps.
The app you referred to has been updated so it requires iOS 12 or later.
There is only one Kindle App for Ipad.
It's because technology moves on, they can't support older iPads as they are not capable of running the new software.
The only option is to buy a newer iPad.
8 and 9-year old iPads are too old and will be soon rendered complete obsolete and fully unsupported by the end of 2020.

James, this is true, but has already been made very clear in the 'incompatible' message.
The problem is that there was a Kindle app version for IOS9, and Amazon has just withdrawn it and cut those users off.
