Ensure that your iPad Air3 is updated to iPadOS 13.6 (current).

There is a known issue with the Air3 and iPadOS 13.5.x - that interferes with pairing and operation of the Apple Pencil. Along with important security and other patches, the pairing issue is reportedly resolved by this update.

Some other information that you need to know...

The tiny internal Li-ion battery is susceptible to permanent/irreversible damage through being left discharged for long periods.

It is essential that if you have an Apple Pencil that you charge it regularly - whether used or not - so as to protect the battery from deep-discharge. Do not allow a pencil to remain in low-charge state for any period of time - as the internal battery may fail, rendering the Pencil useless.

If the Pencil Battery has failed, the only remedy is to replace the Pencil. If the battery fails within its one-year warranty, Apple will generally replace the Pencil.

I hope this information proves to be helpful in resolving your pairing problem.
