iCloud storage

Good day.

My phone storage is Full and I have 200gb on iCloud which I’ve only used 15,2gb of it. How do I use the space on iCloud. I’ve deleted so many apps but still it’s not clearing up and when trying to create iCloud email it does not allow me My iCloud photos is on but still they are stored on the phone Thank you
