Im being billed R14.99 but i do not have any subscriptions, what is this for?

One possibility is for an upgrade from the free 5GB iCloud storage to 50GB. To check what you have and to downgrade if desired, see Downgrade your iCloud storage - Apple Support

If that doesn't help, see:

If you see "apple.com/bill" or an unfamiliar charge on your statement - Apple Support
