Can we ask, is the child over the age of 13? And are you using Family Sharing?
If the child is over 13, they can create their own Apple ID account with any existing email address. You can learn more here: Help your child set up an iPhone, iPad, or iPod touch.
If the child is under 13, then you will need to use Family Sharing to create an Apple ID for them. You can learn how to do so here: Family Sharing and Apple ID for your child.
