Setting up my new iPhone 11, unable to get data by putting old phone nearby so elected iCloud. Unsuccessful probably due to having to change my apple id and password. iCloud now unavailable. Can't get calendar, photos, text messages, etc.

Well then enter your icloud credentials that was used to sync your data with.
