About hidden photos and videos

if you have iCloud Photos turned on in Settings on both devices you should be able to see them on both devices.

Photos which are device specific cannot be seen. The Photos that you clicked on your device and have hidden, is not available on other devices even if they are using the same Apple ID.

They are device specific unless shared.
