Why isn’t my music and photos not going to Icloud my phone is still showing space full

I purchased more storage but my phone is still showing storage full and won’t let me operate most of my apps

iCloud is a syncing service, not off device storage.

Your music and photos will not "move" to iCloud. If you device is full, you need to remove content or enable optimization fpr photos.
