Can I download an older version of garageband for macbook 10.11.6 el capitan?

Sorry, that is not possible. You would either need GarageBand '11, version 6.0.5 or an early version of GarageBand 10. The updaters for GarageBand '11 have have been removed from Apple's downloads page, and the current GarageBAnd 10 will not run on your Mac.
You can get now neither GarageBand '11 nor GarageBand 10 in a version, that is compatible with your Mac at the AppStore. It is too late. Since Apple introduced the App Store we are forced to update the software just in time and grab it, during the short window of opportunity, where it is compatible with the current system.
