i need to enable my apple id but i cannot set the new password as email is the same as apple id and i dont remember answer to questions

i have an old ipad. its find my phone feature is registered with an apple id whose password i remember but the id is disabled for some reason. I get an option to reset the password but i am unable to do so as i dont remember the answers to the questions and a reset link get sent to the same apple id which i am unable to log into.

 Contact Apple ID Support for assistance.  Have a copy of the original purchase receipt with the serial number on it available when you contact them. See the Apple Support articles below for contact information.

Get Support          Work through the screens to get a chat option. You may have to pick a slightly different problem.
