iCloud is NOT a true Archive. It is a syncing service, which lets you store data in the cloud. But it is real-time meaning if you sync data to the cloud, which you then delete from your iOS device, it too will delete from the cloud.

The ONLY way to get more space on an iOS (iPhone/iPad) device is to delete things you don't need on your device. This can include photos, videos, apps, text messages, files, email, etc. Or perhaps it's time to consider investing in a device with more physical memory. Once purchased iPhone and iPad have fixed storage which can never be increased.

If you run out of available space on your iPad, yes, it can stop working well. You should always maintain 3 - 4 GB of free space on your device. When you use up all your memory, things just don't run smoothly, apps crash and the user experience becomes poor. Best advice when choosing an iPhone or iPad is to purchase the most memory you can afford or think you may need. I only buy devices with 256 GB these days.
