I have done this before but can't find where I got the information from.
In macOS Catalina I want to make only the Menubar dark, not the dock or anything else. What I was able to find makes the dock and the menus like shutdown/restart to be dark. I want light overall just a dark menubar at the top of the screen.

It can't be done in Catalina.
Granted, but you cannot achieve the customizations in Catalina that you certainly could in Ubuntu.

Amusingly, I scarfed the free APNG animated PNG maker from the Mac App Store and used the original Outer Limits intro video. Got the PNG working, but even at 5 frames per second, the file was 9MB so couldn't up load it as an avatar.

Sorry to hear.
Install Ubuntu 20.04 LTS in a Virtual Machine. Use Cinnamon Desktop. Otherwise, what the spiraling dialabrain said.

If I wanted Ubuntu I would just put it on a much cheaper PC not a Mac
