iMessage: Waiting for Activation

Every time I restart my iPhone I see this, and it is annoying. In settings, it says "Waiting for activation...", but it says that for weeks. iMessage works, my problem is this annoying banner.

I have gone through every step here https://support.apple.com/en-us/HT201422

Also, I tried many third party solutions:

  • Checked Apple System Status (https://www.apple.com/tr/support/systemstatus/)
  • Turned iMessage off and back on
  • Tried Wi-Fi and cellular data, and both works fine with Safari
  • Turned Airplane Mode on and back off
  • Time Zone is Set Automatically, and correct
  • Restarted my iPhone
  • My software is up to date (iOS 13.6)
  • Signed out and back in my Apple ID
  • Reset All Settings

What else can I try to fix the problem?

iPhone 7, iOS 13

I don't know why I haven't realized this earlier but I'm using a feature provided by my phone operator called "Akıllı Fatura" which means "Smart Bill". Among other things, it prevents me from sending SMS messages to abroad to protect me from extra charge. Now, I deactivated this feature, and my iMessage and FaceTime activations have been completed. Also, I'm not seeing those annoying banners anymore.
