So I found my old iPad and trie to use it but I need to charge it first so I plug in my phone charger and waited and 20 minutes past and it didn’t turn on. Help me with my old iPad.

With a 5W iPhone charger, is is going to take a very loooong time to sufficiently charge that iPad's much larger internal battery.
Let it charge up for 12 to 24 hours and get back to us here, if no joy.

What is the wattage of your iPhone charger?
If this is the low wattage 5W iPhone charger, it will take a loooong time for that iPad to register a charge and actually start charging.
You need to be using the Apple 10W or 12W power/charging adapter block, instead.
