How can I reset my password on a previous Apple ID account IF I no longer have access to the phone that was associated with the account ?

Is there a way that I can recover my previous AppleID information by using another IPhone or do I have to use a desktop computer ?

You should be able to use another phone. See if you can get an email option. Enter the Apple (iCloud) ID and click Forgot Password.
