If this is the automated message that one gets when dialing your phone, then have your grandma call the cell carrier. They'll see this, and will run her though the fix.

B. Which Carrier to Contact:

C. Googling This:

View this Google Search Queue: change voicemail to english. If you search for this in Google, there are millions upon millions of results that pop up. But, if you look at the domains, they may pertain to you (See the previous bullet (B.)
