Connecting to a hotspot has nothing to do with iCloud. However if you want to know how to setup a hotspot - How to set up a Personal Hotspot on your iPhone or iPad - Apple Support.

Auto-connect not working for WiFi Hotspot in GM vehicle We’ve had a Wi-Fi hotspot in our car for a couple of years. My iPhone has always auto connected after starting the car. It recently stopped auto connecting even though I still have auto join on. I have to manually select the Wi-Fi every time I get in the car. My husband has a Samsung and has no issue with auto connecting.
