“Other” Category of Storage very Large

My iPhone 7 has over half of its 32gb of storage locked up in “other”. I have deleted apps and redownloaded to clear data, cleared all safari history and data, and it neither really made a dent. Why is this “other” category so obscenely high? I can’t use my phone as I would like, I only have maybe 15gb used otherwise but can’t get past this. Do I need to factory reset and backup or will it just revert right back to this state with a bit of time?

iPhone 7, iOS 13

yes, we have been seeing a lot of this lately.

As far as I've heard the factory reset generally takes care of the issue. I did see one person recommending that after you do a factory reset, set it up as a new phone, look at storage to make sure it looks good.. then do the restore

You can use the Contact Support link in the upper right of your screen so that Apple can troubleshoot 'Other' storage issues on your device.
