Apple Watch refuses to put despite restarts

Hey everyone,

Recently I was just given an Apple Watch and despite my best efforts, it refuses to pair. I’ve tried restarting both, making sure to close all apps, and have reset the watch to factory mode, and restarted both at the same time. Neither the standard method of pairing with the camera or the manual pairing work. For the camera, I point it on the watch and nothing happens until the pairing times out on my phone, and for manual, the 6 digit code never appears. Thanks for any help you can give me.
