Mobile update failed

How do I fix this “mobile update failed”

i have the latest software update and I have backed up on iCloud backup

iPhone 5s, iOS 12

Start here:--> If you see an Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support
