My iPhone’s other storage is overwhelming high and I have no way of lowering the amount of storage the other section is using. My iphones storage is 64 GB and currently the other category is taking up to 32 GB on the phone.

The Other section includes a whole lot of stuff. To reduce it, it is suggested that you clear Safari cache via Settings, delete unwanted mail and delete old messages and attachments.
If this still doesn't reduce it, you could restore your iPhone -- but make sure to back up first!
