How do I buy music using an i tune gift card? And will it go to my i Phone too if I buy the music on my desk top?

You redeem the iTunes card, then purchase music.
The purchase will be linked to your Apple ID rather than the device, so if you buy on your desk top, as long as you use the same Apple ID on both desk top and iPhone then you can download onto phone as well
