iPhoneX storage issues

My iPhone storage is going rogue. No matter what I do, my storage won't go down. My "Other" category is currently taking up 36 GB of my storage space. I've tried deleting photos, deleting apps, offloading apps, clearing my Safari cache and tabs. I've also tried doing a hard re-start, and resetting all settings. No matter what I try, nothing works and my "Other" category just goes up and up. My question is, do I have any other option than to totally wipe my phone and reset it completely? And, if not, will just backing it up with encryption save my photos?

Because my storage is so full, it won't allow me to download my pictures into my Photos application on my MacBook, and I don't want to lose them.

I have similar problem. My phone unable to install Apple apps. It has no problem installing other apps. The storage was full so I offloaded unused apps. I then created more space by deleting music and photos. I have now 12,5 gigabytes of free space. Updated to the latest iOS system 13.6.1 but still refusing to install Apple apps. Is there another way I can solve this. I tried resetting , sign out/in Apple ID nothing seems to work. Please help, Thanks.
