So I got an ipad air as a gift to use for school and person use and wanted to know if i could still get the free airpods.

Dunno. We’re all just users like you so can’t say if Apple can help you or not.
As I recall the terms of that promotion is purchasing the device from apple during a specific time span.
So you may need proof of purchase, and then you should contact apple themselves to see what they say
