My school issued me an iPad. The previous owner had his personal icloud account logged in, and when the school reset it, the ipad went into activation lock. We’ve tried getting in touch with him, and haven’t got anything. Is there a way we could bypass this or get it off somehow??

Ask the school to remove the lock; they may be able to contact the previous owner, or supply Apple with the iPad's purchase receipt, or bypass it through Apple Configurator. If they can't do any of those, ask them for a different one.
