Is the song in iTunes? Are you auto syncing it?
Im trying to drag it from my laptop to the phone but when I do nothing at all happens
That will not work, you need to sync it. What is the source of this song and what format is it in? And when you say you are trying to drag it is that from within the iTunes app?

Alright thank you, it is now in my music but can I also put it in my tones and set it as a ringtone?
I haven't done ringtone in a long time, you can use Garageband and convert it to a ringtone, use your favorite search engine to find out how. I suggest DuckDuckGo since it is private.
