The battery health function seen on iPhone has not been duplicated for iPad. The reason for this design decision is unknown.
There are many functions/elements of iOS (for iPhone) that are not replicated in iPadOS (for iPad). The same is true in reverse.

Sure... Apple will know why.
I use “unknown” in the context that Apple rarely (if at all) publish information regarding their design decisions. Implementation (or lack) of this function is but one example of a feature that is not common to both iPhone and iPad - for which Apple have not shared their reasoning.
All contributors here are end-user customers, just like you. We have no insight into Apple products and design beyond information that is publicly available - or has been learned through use of Apple products. The more experienced members here are very knowledgeable and attempt to provide constructive and helpful technical assistance where we can.
Unknown??? I’m sure someone knows why, let’s hope I get a helpful response.
