An iPhone 6s plus can run - iOS 13
So looks like you can only run iOS 12.

If you actually have a 6s Plus, then just go to Settings->General->Software Update, and the update should appear there.
If software update screen says your iPhone is up to date at 12.4.8, or only offers 12.4.8 to update to, then you don't actually have a 6s Plus and cannot update to iOS 13.
Also what is the model number in Settings->General->About->Model?
