How can I access pictures from my iCloud on my iPhone but not use the iPhone storage space to save them?

I would like to know if there is a way to store pictures only in the iCloud, without using the space of my iPhone, but still access those pictures on the iPhone.

iPhone 11 Pro, iOS 13

No, there is not. iCloud photo is a synchronization service. Apple’s iCloud services do not offer independent archival storage of photos.
