How do I update my software using my mobile data?

You cannot update iOS nor iPadOS using cellular data. The iOS update system requires either a WiFi connection, or a computer using iTunes (or finder for MacOS Catalina).
If you use a MiFi device for your internet connection over cellular, then yes that works because the iPhone or iPad is connecting to the MiFi device over WiFi.
