Cannot add new Contacts -Why?

I am trying to add new contacts to my contacts on I-Cloud and it keeps switching to existing contacts, not allowing me to add.

Adding contacts I am trying to add contacts to my new SE2020. Every time I put in the information and go back to contacts it says I have no contacts. I have gone to settings, to iCloud and made sure the contacts is on. I even turned the contacts off and then turned it back on. It still won't let me add contacts. What do I do?

Adding contacts I’m having an issue adding any new contacts, for example I added a new contact and once I saved it, I went back to contacts to look for it and no there. Furthermore I’m missing contacts that were stored already in the part. any help would be appreciated. thanks.

Yes, your contacts will be stored in iCloud if that's what you're asking.
