I no longer have access to phone number that icloud is logged to . I swapped out phones and had changed ny phone number prior to swapping noone told me to change my phone number and now i cant get the verification code . What about account recovery's they said i was allset amd nothing yet two weeks later.

There's usually 3 options after choosing the Didn't Receive A Code. If you were unsuccessful at this juncture you may have to consider recovering your account - Recover your Apple ID when you can’t reset your password - Apple Support.

When the pop-up showed, did you click on the part that said 'Didn't Get a Code' as it will bring you other options.
Yes i did and it still didn't allow me the other way either.
