Hi Ellareme1,
I'm sorry to say, but if your iPhone is out of storage, purchasing more iCloud space won't help. This is because when you purchased your iPhone, it came with a certain amount of un-upgradable storage space. iCloud storage can still be helpful though.
If you have a data on your iPhone that you don't want to delete, but aren't going to use, store in iCloud. Now that you have extra space in iCloud it can open up so much more storage on your space.
You can do this by backing it up to iCloud, and then delete it from your iPhone. Don't worry, you can always put it back on your iPhone if you ever need it. Use this article to learn more: https://discussions.apple.com/thread/250153858 Scroll to the answer.
That is not a good way to use iCloud, the next backup done on the iPhone after deleting the data on the iPhone is going to overwrite the previous backup and the data will be lost. To save items in the cloud and be able to delete them from the iPhone you use Dropbox or a similar service, iCloud is more for syncing.
iCloud storage does not give you more space on your iPhone.
Before you do anything else update your iPhone to iOS 13.6.1 and let us know if you get storage space back.

Go to Settings > General > iPhone Storage and enable Offload Unused apps and review your large attachments.
You may need to update via your computer.
