icloud file size indication error?

On my phone, icloud says that 32 gigs were used to store photos and vids.

But after I finished downloading all the photos and vids to my windows pc from the icloud, all the files measures about 19 gigs. what happen to the rest of 14 gigs?

I think I do have all the files though. the size is just significantly smaller than it is indicated on my phone.

Windows, Windows 10

Did you check the content bar to see what else there might have been in iCloud? Was there anything else in the cloud that wasn't photos or videos, like music, mail, contacts, data and that bugbear of a lot of Apple users known as 'Other'?

This will tell you what was stored on the Cloud as photos and videos. https://support.apple.com/en-gb/HT204264

When you stored your photos and videos to the Cloud, the system keeps thumbnail copies of them to your iPhone so that you can view them without downloading them. Like this: https://support.apple.com/en-gb/HT205703

Are you sure you transferred the iCloud versions, or the iPhone versions?
