External Bootable Drive will not install IOS

As per Apple Instructions to create a Bootable Drive,(https://support.apple.com/en-us/HT201372) when trying to install an older OS (in this case High Sierra) to create a bootable external HD (so I can operate my 32 bit programs that are unable to run with new 64bit Catalina) In System Preferences I choose the external drive as the Startup Disk and restart my Macbook. When it restarts I get the macOS Utilities window and choose Install macOS, I get as far as choosing the hard drive and that external hard drive is greyed out and popup says "This Disk is locked". I have gone back to the regular startup, and I have tried several times to unlock drive, and although it appears unlocked under Sharing and Permissions when I go back to try to install the IOS it continues to show "This Disk is Locked". Please please please help me to unlock this external Bootable Disk.

See if you can "Enable Ownership" of the external drive using "Get Info" on the drive:

Edit: Also make sure you erased the whole physical drive as GUID partition with either MacOS Extended (Journaled) or APFS (top option) for the file system. Personally I would choose the former if you won't be upgrading this drive later to Catalina which requires APFS.

All your screenshots are showing that you are examining and attempting to install to the High Sierra installer volume which is not an acceptable volume for an OS install. If the external Samsung SSD is not your High Sierra USB installer, then the external SSD may be an aborted install attempt which requires you to properly erase the whole physical drive as GUID partition and APFS (top option) before the installer will accept it as a valid destination.

What is the exact model of the Mac you are trying to install High Sierra? You can get this information by clicking on the Apple menu and selecting "About this Mac" or entering your serial number here:

The Mac you are installing High Sierra needs to be compatible with High Sierra.

Catalina was installed starting with the 2019 16" MacBook Pro. I don't know what Adobe told you but you cannot run High Sierra or Mojave on yours. One option would be to install High Sierra as a VM in Parallels Desktop, VMWare Fusion or VirtualBox. Depending on which apps you want to run that may or may not be a solution. The other option is to upgrade your Adobe apps.

Ok, so the process in the Apple support article completed without any errors through Step#7? Can you Option Boot (hold down the Shift key immediately after powering on the Mac) the USB installer as detailed here:

and does it boot to an installer screen with about four options listed (Restore from backup, Reinstall macOS, Disk Utility, and ??) ? Most people use a USB stick for the macOS USB installer, but a hard drive can work too.


Do you also have another external USB drive with which will become the actual macOS High Sierra external drive for everyday use which you will use for the 32 bit apps? You cannot install macOS to the same drive as the bootable installer. So to properly install macOS to an external drive you should have the following items:


  • Mac with your Catalina install on the built-in SSD (computer must also meet the minimum hardware requirements for High Sierra)
  • Bootable USB drive with the macOS High Sierra installer you just created from the Apple article
  • Another external drive which will be the destination to receive the full blown macOS High Sierra installation so you can use 32 bit apps.


In the end I may need to install a program called Parallels in order to use my 32 bit programs on my 2020 Macbook Pro that currently runs 64bit Catalina. https://www.parallels.com/blogs/run-32-bit-on-mac/

I only see a single Samsung external drive with a copy of the macOS installer on it. Where is the external drive you want to actually install macOS? You cannot erase or install macOS onto the USB installer while booted to that drive.


When creating the macOS USB installer use a USB stick instead of your external hard drive by following the instructions in this Apple article:

When you boot the macOS installer USB stick, then you should be able to erase the physical external Samsung drive as I previously described.


Macs can be picky about the USB sticks used for booting so if a macOS installer USB stick won't boot, then try using a different brand of USB stick since the quality of USB sticks is extremely poor.

I went and checked and FileVault was disabled. and I have erased and reformatted the disk to MacOS Extended, re-downloaded High Sierra to the external hard drive and I still get the "This Disk is Locked" when I get to the part of MacOS Utilities to install the OS and chose which drive. I have done the right click, Get Info, and checked my permissions and they are all Read & Write and I have Enabled ownership. That is why this situation is so frustrating. I don't know what else to do.

I am using my 2011 17" Macbook Pro which is currently running High Sierra. I am trying to create a bootable external hard drive with High Sierra to use on a New 2020 16" Macbook Pro. I have expensive older programs that are 32 bit and will not run installed on my new 16" Macbook which is 64 bit. But if I can boot from an External hard drive running High Sierra, then I can install those 32 bit Adobe programs on the external drive. I have been told by Adobe that this is the only way to. use my older programs on the 64 bit computer.

I understand about not running High Sierra directly on on my new 16" Macbook hard drive. However, according to Apple you can create a bootable external drive to try out a newer MacOS before you install it directly to your internal hard drive, and also if you want to run an older version of a MacOS for 32 bit games and 32 bit programs. I posted this link above for those of you that are curious about what I am trying to achieve.

So, when I want to actually install the High Sierra (already downloaded but not yet installed High Sierra) onto the external hard drive. I run into difficulty when I choose the external as my Startup disk, (as per the Apple instructions at the link above) and then try to install the OS from the MacOS install Utility. I get as far as choosing the hard drive in the install utility and it pops up with, "This Disk is Locked". However, everything I can find about my Samsung T7 external drive in Get Info says that it is not locked.

I am not willing to upgrade to the new Adobe cloud based software subscription, as I have already spent a couple of grand for my older 32 bit Adobe Complete Master Suite that works perfectly on a 32 bit OS for what I need to use it for. I have the older 2011 based 17" Macbook Pro, but carrying around 2 laptops, and setting them both up while on the go is not always practical.
