Having issues with storage, iphone 7 32gb becoming nearly unusable

'other' in storage is taking up 17gb of space, and growing. I have read that resetting and restoring to a backup helps but my problem is that i do not have a recent backup. i tried to make a backup and it said i have not enough storage on my phone. i just bought 200gb of cloud storage so it must mean my phones storage. im at a loss and getting very frustrated as i do not have the money to buy a new phone.

i cannot update any apps and they all keep crashing, there are apps on my screen that arent even visable anymore, i cant send messages or take any pictures. i have no idea what to do...
