I have a 64gb iPhone 11, I am using 63gb. I have iCloud and am using it, how can I free up space?

I need to free up space on my phone. I can’t take pictures any more and it slows everything down. I have and am using ICloud... Help!

Unable to reduce iPhone storage no matter how many apps, photos or message attachments I delete from my phone (64 GB), it doesn’t give me more space. I’m down to only the essential apps and everything else is offloaded. How do I fix this practically? I have plenty of iCloud storage (2TB) .
