Can’t add SBI,IOB debit card for Apple store payment in India

While checking the payment support website, it says that most of the Indian credit and debit cards are supported. But when I tried with SBI and IOB debit cards, it was declined. Most of the Indian users use SBI debit card. That card is not supported yet. Then how Indian users to make purchase/payment in App Store using Indian cards?
