Yes as long as your in a country which is participating and you attend a course/school which is accepted

If you go to the apple store it should tell you on there if the offer is running in your country

It doesn't look like Malaysia is included in the free AirPods offer: Education Pricing and Student Discounts - Education - Apple (MY)
