Yes as long as your in a country which is participating and you attend a course/school which is accepted

If you go to the apple store it should tell you on there if the offer is running in your country

You’ll need to access the Apple Education pricing scheme - either by purchasing through the appropriate Apple portal for your country - or by visiting your Apple Store or participating Apple Authorised Reseller. You will need an approved proof of entitlement to access Education Pricing (this varies by country region) - but is normally your School or University Student ID or similar.
