If the photos are iCloud synced (Settings > Photos > iCloud Photos on), you can log in here to download selected photos: https://www.icloud.com/photos, or install iCloud for Windows.

If the photos are only on your iPhone and not synced to iCloud, you can use the latest version of iTunes to import them to your computer, see here: Transfer photos and videos from your iPhone, iPad, or iPod touch – Apple Support.

Connect the phone via USB > open it as an external drive in File Explorer > copy everything from DCIM folder. That's all you need.
