I erased all the data from my iphone5 and took it off my carrier account. I gave the phone to another person, but she cannot set it up because it says “activation lock. This iPhone is linked to an Apple ID.”
what does this mean, and can I release the phone by entering this information?

Ask her to bring you back the phone so you can activate it or sign on to iCloud and remove that device on your account. Please refer to this link
