I have a 32GB IPhone 7. I have less than 5 apps on this phone and my storage is completely in use. It states that "Other" is using 22.32GB. How do I fix this?

Have you updated your iPhone to iOS 163.6.1 yet? If not, I suggest that you do as this is one of the issues that was covered in this update.
I can not update at all because I am completely out of storage when I do not have any apps downloaded.

Back up to a Mac or Windows computer, reset, reload iOS, and restore.
