trying to create child Apple ID, but confirmation code sent to old phone even though my new number is in my iCloud profile

trying to create child apple id on my laptop but when I get to part where it wants to send me a confirmation it has an old phone number. My new number is up to date on my my devices and in iCloud. It doesn't give me an option to change my number in the confirmation window. not sure how to update this so iCloud sends to right number.
